Cherokee Federal said it will acquire the Salesforce practice of HigherEchelon, known as HESFP, effective Nov. 1, the company announced Oct. 7.

The acquisition adds highly specialized Salesforce expertise to Cherokee Federal, the federal contracting division of Cherokee Nation Businesses. HESFP has completed more than 120 implementations across public and private sectors over the past six years, according to a statement.

The deal continues Cherokee Federal's expansion strategy in technology-based firms. The company acquired Management Science and Innovation LLC in September 2025 and acquired Advanced Technology Applications in September 2024. Both of those deals were completed through the company's Sovereign Capital firm, which launched last fall. 

Steven Bilby, president of Cherokee Federal, said the HESFP acquisition will strengthen the company's digital modernization capabilities and expand its capacity to support government agencies, according to the statement.

Cherokee Federal provides IT modernization, cybersecurity, cloud solutions and data analytics services to federal agencies. The company uses an agile approach that focuses on rapidly updating customer-facing applications while taking a measured approach to backend systems.

HESFP provides digital transformation solutions for federal, state and local government clients including the U.S. Marine Corps, U.S. Air Force Special Operations Command, U.S. Department of Veterans Affairs and U.S. Citizenship and Immigration Services. The practice delivers services across multiple Salesforce platforms, including Sales Cloud, Service Cloud, Experience Cloud, OmniStudio, Marketing Cloud, MuleSoft, CRM Analytics/Tableau and UI/UX design, according to the statement.

Paul Maggiano, co-founder of HigherEchelon, said the acquisition allows the company’s expertise to grow within Cherokee Federal while HigherEchelon focuses on training solutions in human capital and cyber, along with technology solutions in engineering support and educational gaming.

Cherokee Federal was named to the Washington Technology Top 100 list in June for the seventh consecutive year.
